The present technical guidelines are principally intended to provide guidance, to countries which are building their capacity to manage waste in an environmentally sound and efficient manner, in their development of procedures or strategies for recycling metals and metal compounds, and to encourage further recycling of metals in an environmentally sound manner.

Attached are the draft technical guidelines on the environmentally sound recycling/reclamation of metals and metal compounds (R4) submitted by Australia in February 2003 to the Open-ended Working Group at its first session (UNEP/CHW/OEWG/1/INF/10), now further edited by Conference Services of the United Nations Office at Nairobi for consideration by the Open-ended Working Group at its current session.

2. The Conference of the Parties shall at its first meeting adopt guidance on the environmentally sound storage of mercury and the mercury compounds listed in Annex B. The ultimate objective of the guidance shall be that all mercury from primary mercury mining or the supply sources listed in Annex A shall be stored in an environmentally sound manner.
