25- وفيما يتعلق بجمع شمل الأسر وبطالبي اللجوء القاصرين غير المصحوبين بذويهم، اعتبر السيد لالاه أن التشريعات المعتمدة مؤخرا، والتي تفرض برأيه قيودا مبالغا فيها وتعتمد بشكل خاص معايير اقتصادية لتقرير جمع شمل الأسر، تنطوي على تمييز قائم على أساس الثروة فتشكل عائقا أمام حماية حقوق الأسر والأطفال منتهكة بذلك المواد 2 و5 و26 من العهد.
