يجب أن نرى الأشياء على حقيقتها جزائر البارحة قد ولّت

انقذوا من اﻵن النساء واﻷطفال وإلا فستشهدوا جزائر أخرى، ونحن مستعدون لمطاردتكم في كل مكان.

With a view to providing a longterm solution to the crisis and responding to citizens' legitimate aspiration to live in civil peace and build the Algeria of the future in a context of reconciliation, a dual political initiative was put to a referendum and won broad support from the Algerian people.
ولكي تتجاوز الجزائر بصورة مستدامة هذه الأزمة وتلبي طموحات المواطنين المشروعة في العيش في سلام مدني وبناء جزائر الغد في جو من الوئام، طرحت مبادرة سياسية مزدوجة على الاستفتاء وتلقاها الشعب الجزائري بقبول واسع النطاق.

In this regard, a national plan for children to achieve a new Algeria fit for children was carried out with the assistance of all ministerial sectors and national organizations working with children, community organizations and the mass media.
وفي هذا السياق تم إعداد خطة وطنية للطفولة من أجل تحقيق جزائر جديرة بالأطفال. وساهمت في إعداد هذه الخطة الوطنية كل القطاعات الوزارية والهيئات الوطنية المعنية بالطفولة، ومنظمات المجتمعات المحلية، والخبراء ووسائل الإعلام، وتم إشراك الأطفال وخاصة الأيفاع.

6. Having won equal status with men through their efforts during the struggle for national liberation, Algerian women had, in the period following the recovery of national sovereignty, resolved to contribute to the building of a new, democratic and pluralist Algeria.
٦ - ومضت قائلة إن المرأة الجزائرية وقد كسبت مركزها المساوي للرجل بما بذلته من جهود خلال حرب التحرير الوطنية، شاركت بعزم في بناء جزائر جديدة وديمقراطية وقائمة على التعدد.

It appealed to reason as well as to generosity and submission to the principles of Islam for all Algerians, both women and men, so as to forgive without forgetting, to look resolutely to the future and reinvent a new way for living together in an increasingly prosperous Algeria.
ويتطلب هذا التصالح من الجزائريات والجزائريين تحكيم العقل والامتثال لمبادئ الإسلام والتحلي بالكرم لكي يعفوا دون أن ينسوا، ولكي يتوجهوا بحزم نحو المستقبل ويقوموا من جديد باستنباط طريقة جديدة للعيش معاً في جزائر يزداد ازدهارها باستمرار " .

15. While welcoming the National Plan of Action for Children (2008-2015) launched on 25 December 2008 and entitled " An Algeria fit for children " , the Committee is however concerned about the lack of specific budgetary allocations for the implementation of this plan and about the weak technical capacity of the steering committee in charge of monitoring its implementation.
15- ترحب اللجنة بخطة العمل الوطنية للطفولة (2008-2015) التي أُطلقت في 25 كانون الأول/ديسمبر 2008 بعنوان " جزائر جديرة بالأطفال " ، إلاّ أنها تشعر بالقلق إزاء عدم وجود مخصصات محددة في الميزانية لتنفيذ هذه الخطة وإزاء ضعف القدرات التقنية المتوافرة للجنة التوجيهية المكلفة برصد تنفيذها.
