وإذ تعي أن تاريخ الإنسانية يذخر بفظائع كبيرة نجمت عن حدوث انتهاكات جسيمة لحقوق الإنسان وإذ تعتقد أنه يمكن الاستفادة من دروس التاريخ وتلافي حدوث فجائع مثيلة في المستقبل،
