٣٠ - وتساءلت بعض الوفود عما إذا كانت اﻹشارة إلى تنمية القدرات المحلية لجميع الدول بوصفها الهدف الرئيسي للتعاون الدولي تعني أن التعاون الدولي ينبغي أن يجري على نحو يتيح لجميع الدول تحقيق نفس الدرجة من النمو في المسائل المتعلقة بالفضاء.
