After drawing attention to the contents of the second preambular paragraph and paragraph 1 of the text, she said that it addressed a number of fundamental issues of crucial importance for the prevention and elimination of all acts of torture and other cruel, inhuman or degrading treatment or punishment, and it emphasized States' obligations under international law, especially the principle of non-refoulement.
