A State Party which has reason to believe that another State Party is failing to fulfil the obligations incumbent upon it pursuant to the Treaty may request that State Party to provide clarification of the situation.

" تعترف النرويج باختصاص اللجنة المعنية بحقوق الإنسان المشار إليها في المادة 28 من العهد بتلقي رسائل تدعي فيها دولة طرف أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب العهد، وبالنظر في هذه الرسائل.

A State Party to this Convention may submit to the Committee communications to the effect that another State Party is not fulfilling its obligations under this Convention.
يجوز لدولة طرف في هذه الاتفاقية أن تقدم إلى اللجنة بلاغات تفيد بأن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية.

2. If a State Party becomes aware that another State Party plans to operate simultaneously in the same area of or in the same orbit around or trajectory to or around the Moon, it shall promptly inform the other State of the timing of and plans for its own operations.
2- إذا انتهى إلى علم إحدى الدول الأطراف أنَّ دولة طرفا أخرى تنوي العمل في الوقت نفسه في المنطقة نفسها أو في المدار نفسه حول القمر أو في مسار متجه إليه أو مار حوله، يتعين على هذه الدولة أن تقوم، على وجه السرعة، بإعلام الدولة الأخرى بتوقيت وخطط عملياتها.
