Because the objectives of the Guide are best achieved by a comprehensive secured transactions regime, the Guide recommends that any other exceptions to its scope of application not specifically set out in the Guide should be limited and, if there are any such exceptions, they should be set out in the law in a clear and specific way (see A/CN.9/631, recommendation 7).
