١- في بداية الجلسة اﻷولى من كل دورة عادية، ينتخب من بين ممثلي اﻷطراف الحاضرة في الدورة رئيس وتسعة نواب للرئيس ورئيس لجنة العلم والتكنولوجيا بحيث تمثل كل منطقة جغرافية بعضوين على اﻷقل.
