More States must be encouraged to accede to conventions against terrorism, in particular those mentioned in the fourth preambular paragraph of General Assembly resolution 46/51. Only that would help ensure that the perpetrators of terrorist acts would not find refuge in any State.

Vessels in distress 119. The incident last year involving the vessel Castor, in which the salvors of the fully laden tanker (carrying 29,500 tonnes of unleaded gasoline) were unable to find a sheltered place to effect cargo transfer and repairs for some 35 days, raised a great deal of concern about the provision of places of refuge for ships in distress.

The humanitarian situation is appalling, with over 485,000 people, almost one quarter of Gaza's population, forcibly displaced and sheltering in UNRWA schools -- with more than a quarter of a million people taking refuge in United Nations shelters alone -- as well as in mosques, churches and hospitals, places they believe to be safe, but are all in fact areas that continue to be attacked by Israeli occupying forces.
