As we commemorate the tenth anniversary of the 1994 genocide, Rwanda would also like to record its strong disappointment that the " Ingvar Carlson report " into the actions of the United Nations in Rwanda in 1994 and the recommendations therein have never been the subject of debate or action by the Security Council.
