43. On 15 November 1993, peace negotiations began between the two parties to the conflict in Lusaka, Zambia, under the mediation of the United Nations through the representative of the Secretary-General, Mr. Alioune Blondin Beye.
٤٣ - وفي ١٥ تشرين الثاني/نوفمبر ١٩٩٣، بدأت في لوزاكا، زامبيا، مفاوضات سلم بين الطرفين المتنازعين، توسطت فيها اﻷمم المتحدة وجرت عن طريق ممثل اﻷمين العام، السيد عليون بلوندين باي.

3. During this period, my Special Representative, Mr. Alioune Blondin Beye, met President dos Santos and Mr. Savimbi on several occasions to try to persuade them to resume discussions on the military questions and other pending issues.

3. Following persistent efforts by my Special Representative, Mr. Alioune Blondin Beye, a government delegation met with UNITA leaders in their Bailundo headquarters on 21 December 1995 to review the implementation of the Lusaka Protocol (see S/1994/441, annex).

As a result of these contacts, as well as the efforts of my Special Representative, Mr. Alioune Blondin Beye, and the representatives of the three observer States (Portugal, the Russian Federation and the United States of America), there has been some movement towards meeting the goals established in the timetable agreed upon by the Government and UNITA in January 1996.

The Committee is also concerned that, in cases where investigations have been initiated, they have not been undertaken promptly and the judicial procedures remain excessively long and drawn out, including in cases where torture has led to death, as in the cases of Mr. Dominique Lopy, Mr. Alioune Badara Diop, Mr. Abdoulaye Wade Yinghou, Mr. Mamadou Bakhoum and Mr. Fally Keïta.
