These are the first issues to be examined by a treaty body when it receives a communication.
وهذه المسائل هي أول مسائل تنظر فيها الهيئة المنشأة بمعاهدة عند تلقيها لبلاغ ما.

1. A member of the Committee shall not take part in the examination of a communication if:
