In the course of the review, many cases were noted in which the controls were overridden by Gift Centre management, that is, the General Manager and the Commercial Activities Service, thus permitting a major breakdown in internal controls, and seriously flawed or non-existent documentation, which would allow for the misappropriation of United Nations assets to occur.

Pursuant to General Assembly resolution 48/218 B of 29 July 1994, the Secretary-General has the honour to transmit, for the attention of the General Assembly, the attached report, conveyed to him by the Under-Secretary-General for Internal Oversight Services, on the investigation of alleged misappropriation of United Nations assets at the United Nations Gift Centre.

In this connection, the Advisory Committee notes from item 2 of annex II (stage 2) to the report of the Secretary-General that the Group of Experts recommended the establishment of full inventory systems of existing assets so that the United Nations assets are identified and their location and condition are established.

٦ - تطلب أيضا إلى اﻷمين العام أن يضمن سلامة موجودات اﻷمم المتحدة ووجود إجراءات فعالة للمساءلة من أجل ردع ومعاقبة المسؤولين عن الخسائر في ممتلكات اﻷمم المتحدة، وأن يقدم تقريرا بهذا الشأن إلى الجمعية العامة في دورتها الرابعة والخمسين.

Expenses related to this facility are limited to utilities, alterations to premises to suit United Nations purposes, a modest maintenance charge by the Government of Italy, maintenance of premises used exclusively by the United Nations, costs of handling, refurbishing and shipping United Nations assets and the staff to manage the operation.

The review by the Investigations Section of the Office of Internal Oversight Services into the United Nations Gift Centre (Gift Centre) was conducted following receipt of a report that mismanagement by the General Manager had resulted in the misappropriation of United Nations assets at the Gift Centre and in the decrease of its profits.
١ - قام قسم التحقيقات التابع لمكتب المراقبة الداخلية ببحث اﻷوضاع في مركز اﻷمم المتحدة لبيع الهدايا )مركز بيع الهدايا( عقب تلقي تقرير مفاده أن سوء إدارة المدير العام قد أدت الى اختلاس موجودات اﻷمم المتحدة في مركز بيع الهدايا ونقص أرباحه.

Before a decision is taken on the renewal of the cargo insurance policy, the administration should evaluate the feasibility of self-insurance or partial self-insurance as an alternative to purchasing commercial cargo insurance for the shipment of United Nations assets, and bring its conclusions and recommendations on the matter to the attention of the legislative bodies.
