It is essential that the international community, recognizing that armed conflict endangers the lives of civilians, take steps to ensure that all efforts are made to enhance respect for international humanitarian law defined for the protection of Civilians in Time of war so that civilians can live as normal a life as possible, and in accordance with their laws, their cultures and their traditions.

The Israeli occupying power commits flagrant breaches of the Charter of the United Nations and the principles of international law and international humanitarian law, in particular the Fourth Geneva Convention of 1949 on the protection of Civilians in Time of war, the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, and the International Covenant on Civil and Political Rights.

Calls upon the international community to shoulder its full responsibility in forcing Israel to abide by the principles of the Universal Declaration on Human Rights and of all international conventions on human rights, particularly the Geneva Convention of 20.8.1949 on the Protection of Civilians in Time of War, as well as the relevant Draft RESOLUTION NO.s adopted by the United Nations and its specialized agencies.
