In paragraph 26 of his report, the Secretary-General recalls that " self-defence was deemed to include situations in which armed persons attempted by force to prevent United Nations troops from carrying out their mandate " .

24. It might be wondered whether these measures could be enforced more effectively by amending the Convention on the Rights of the Child or by incorporating them in an optional protocol. Morocco believes that the rule laid down in article 50 of the Convention, concerning its amendment, might prevent the rapid adoption and entry into force of these measures. It might also prejudice a Convention that has achieved considerable support and success.
٢٤- إلا أن السؤال الذي قد يطرح هو أي الشكلين أحق بأن يضمن هذه القوة لهذه التدابير، هل هو تعديل اتفاقية حقوق الطفل أم هو إدراجها ضمن بروتوكول اختياري ملحق بها؟ تعتقد المغرب أن القاعدة التي وضعتها الاتفاقية في المادة ٥٠ بخصوص تعديلها قد تحول دون اﻹسراع باتخاذ هذه التدابير ودخولها حيز التنفيذ، مثلما قد تؤثر على اتفاقية حققت دعما ونجاحا كبيرين.

16. Welcomes the imminent entry into force of the Protocol to prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, and the adoption by the General Assembly of the Protocol against the Smuggling of Migrants by Land, Sea and Air, supplementing the United Nations Convention against Transnational Organized Crime, and encourages Governments to consider signing and ratifying or acceding to the Protocols;

The Standard Clauses for Exploration contract also provide for exoneration in respect of force majeure, which is defined as " an event or condition that the Contractor could not reasonably be expected to prevent or control; provided that the event or condition was not caused by negligence or by a failure to observe good mining industry practice " .
