No council, commission or other competent body shall take a decision involving either a change in the programme budget approved by the General Assembly or the possible requirement of expenditure unless it has received and taken account of a report from the Secretary-General on the programme budget implications of the proposal.
لا يتخذ أي مجلس أو لجنة أو هيئة مختصة أخرى أي قرار ينطوي على تغيير في الميزانية البرنامجية التي وافقت عليها الجمعية العامة أو على احتمال تطلُّب نفقات ما لم تكن قد تلقت تقريرا من الأمين العام عن الآثار المترتبة في الميزانية البرنامجية على هذا الاقتراح وأخذته في اعتبارها.

The requirement for a " consensus " in order to reach decisions, not only in the Commission but also in other competent and relevant international bodies, is an arbitrary practice that undermines that inherent logic of democracy itself, whereby the majority prevails.
أما تطلُّب اتخاذ هذه اللجنة أو غيرها من الهيئات الدولية المختصة في هذا المجال قراراتها بـ " توافق الآراء " فيُعَدّ ممارسة تعسفية تقوِّض القاعدة المنطقية المتأصلة في الديمقراطية ذاتها والتي مفادها أن البتّ في الأمور يعود للأغلبية.
