20. title I of the Act on the rights and freedoms of foreigners is based on the principle of the equality of and non-discrimination against foreigners and recognizes that they are entitled to the rights provided for in its articles 3 to 24.

27. All the rights referred to above and all the fundamental rights and freedoms recognized in title I of the Constitution are subject to the general principle of non-discrimination.

وتُجرم المادة 1 من الباب الأول من الفصل الثالث من قانون العقوبات في كوبا الأعمال العدائية المرتكبة ضد دولة أجنبية وانتهاك سيادة دولة أجنبية، كما تُجرِّم المادتان 7 و 8 من الفصل نفسه أعمال القرصنة والارتزاق.

Article 1 title I of Act No. 94-589 of 15 July 1994 concerning modalities for the exercise of national police powers at sea is hereby amended as follows:
يعدل الباب الأول من القانون رقم 94-589 الصادر في 15 تموز/يوليه 1994 بشأن طرائق ممارسة سلطات الشرطة الوطنية في البحر على النحو التالي:

29. title I of Organization Act No. 4/2000, as amended by Organization Act No. 8/2000, on the rights and freedoms of foreigners in Spain is based on the principle of equality and nondiscrimination and is applicable to all the rights to which foreigners are entitled.

The latter offence is also envisaged in Law No. 62 (the Penal Code), title I of which relates to offences against State security. Chapter II, section 7, article 106 provides for the offence of terrorism, with penalties ranging from 10 to 20 years' imprisonment, or death.

Accordingly, Act No. 2001-47, R.O. 422, of 28 September 2001, introduced amendments to chapter IV, on the crimes of sabotage and terrorism, title I, of the Penal Code (see annex 1).
