The fact that these compensations were given as reparation for breaches of obligations under international law may be gathered not only from some of the claims but also from a letter, dated 6 August 1965, addressed by the Secretary-General to the Permanent Representative of the Soviet Union. In this letter, the Secretary-General said:

It was further suggested that it should be made clear that States with only a legal interest could seek cessation of another State's violation but could not seek reparation for damage caused by an internationally wrongful act by which they were not directly affected.
