Mr. Dosseh (Togo), speaking on behalf of the Group of African States, said that the extraordinary agreement reached at the second part of the sixty-eighth session, in accordance with which funds had been assessed for the financing of peacekeeping missions for a six-month period, was an inefficient arrangement that should not set a precedent for the budgetary process.

Mr. Dosseh (Togo), speaking on behalf of the African Group, said that the theme of the International Decade, " People of African descent: recognition, justice and development " , was evocative of the history of the African continent; the Group therefore urged the Secretary-General to ensure the full and effective implementation of the envisaged programme of activities.

1. The Chair said that Mr. Dosseh (Togo), Ms. Fiodorow (Poland) and Mr. Funes Henríquez (El Salvador) had been nominated by the African States, the Eastern European States and the Latin American and Caribbean States, respectively, for the posts of Vice-Chairs.

Mr. Dosseh (Togo), speaking on behalf of the Group of African States, said that the Group had serious concerns about the late submission of the documentation related to that important agenda item and urged the Secretary-General to take urgent measures to address the situation, which continued to affect the quality of the Committee's deliberations and decision-making process.

Mr. Dosseh (Togo), speaking on behalf of the Group of African States, said that the Group welcomed the completion of 95 per cent of the construction of additional office facilities at the Economic Commission for Africa and full occupancy of the premises, and urged the Secretary-General to ensure that the project was completed in a timely manner, including rectifying minor defects and completing ancillary project work.
