10 - تؤكد الجمهورية العربية السورية التزامها الكامل بأحكام اتفاق الضمانات الشاملة الذي تم توقيعه عام 1992 مع الوكالة الدولية للطاقة الذرية، وتصديقه بالقانون رقم 5 لعام 1992، الذي تم بموجبه وضع نظام وطني لحساب ومراقبة المواد النووية، وكذلك وضع الأسس والتسهيلات اللازمة التي تكفل قيام المفتشين الدوليين التابعين للوكالة الدولية للطاقة من الاضطلاع، وعلى نحو فعال بواجباتهم بموجب ذلك الاتفاق.
